Did Senator Robert Byrd have another emotional meltdown when Caroline Kennedy stepped down?

I just heard on CNN, she stepped down, because there were tax issues, and problems with her marriage, that came out when she was vetted. I guess old Caroline, is just another of Obamas bad choices.
